Russian President Vladimir Putin has revised Russia’s nuclear doctrine, lowering the threshold for the use of nuclear weapons and delivering a strong warning to the United States and NATO. The updated policy indicates that any conventional attack on Russia backed by a nuclear power will be regarded as a joint assault, which could warrant a nuclear response. This move is intended to deter Western nations from supplying Ukraine with long-range weapons that could target Russian territory.

Putin also pointed out that nuclear weapons might be employed in reaction to a conventional attack that poses a significant threat to Russian sovereignty, a broad definition that allows for various interpretations. These adjustments are aimed at discouraging Western countries from increasing military support for Ukraine, especially as Kyiv seeks approval to launch strikes deeper into Russian territory using advanced weaponry such as the U.S.-provided ATACMS missiles.
